You don't need to delete anything to purchase a programmer. I have all the EPA mandated antipollution stuff on my truck and also run an Edge with Attitude.

The only thing you have to be careful about is running to agresive of a setting (Black Smoke Mode) which will clog your DPF.

Default Smarty Tuner

I have a Smarty 67ME but you would need to choose another model. There are several to choose from that allow for delete kits or no delete kits. Smarty specializes in cummins programming and with all the research I have done prior to purchasing it, Smarty seemed to have way fewer complaints than the other programmers.
That being said if you want a programmer mounted to your dash with a cool display you better look to another manufacturer. It looks like an old handheld football game! But unlike others with only 2 or 3 settings, stock, tow, performance, the model I choose has 10 settings.
I think I am going to buy an edge later just to monitor the EGT and Trans temp. But it can be "stacked" according to Mads electronics, the maker of Smarty. Do a little research and look at what consumers think and you'll get a good idea of which will fit your needs.
One other thing I almost forgot, remember, if you turn up the power with your emissions still installed you really need to be aware its hard for the engines to breathe and make power with the restrictions of emissions equipment. Get good gauges and watch them.
