Default What's This?

I spraying the mud off my truck and noticed this thing that moved when my sprayer hit it. It looks like it's made of some type of gasket material. Please tell me what's it for and is it suppose to move. To me the picture is kinda screwy looking, hopefully it will straighten out later. The oil pan is on the right.

Looks llike what would be an inspection cover on older model trucks between the motor and bell housing. They use to be made of metal. I think it is removable (some how) so you can get to the pressure place or converter.
